THE MILITARIZATION OF PUBLIC SCHOOLS IN THE FEDERAL DISTRICT THROUGH THE SHARED MANAGEMENT PROGRAM: AN ANALYSIS OF EDUCATIONAL OUTCOMES (2019–2023)

Since 2019, the Federal District has adopted the Shared Management Program. After six years, it is now possible to assess its effects based on concrete data, especially from Saeb exams. Using 2019 as a baseline and 2023 for comparison, the analysis focuses on the 9th grade of elementary school, the most represented stage among participating schools. Of the 14 units, only six have comparable Ideb data and, among them, only one showed progress in all program objectives— approval, reduction of failure and dropout rates, and achievement of Ideb targets. The results indicate that shared management with security forces, by itself, may not guarantee consistent improvements in educational indicators.
