This article analyses the changes which have occurred in school organization and teaching as a result of the educational reforms implemented after the second half of the 1990s. More specifically, it presents indicators of how educational reform, particularly with regard to national exams to assess basic education and the Education Development Plan (PDE) – an Index of Basic Educational Development and Targets Plans, A Commitment of all to Education – has contributed to defining mechanisms for evaluating the performance of professional teachers. The article is the result of a literature review which examines the theme of educational legislation, more specifically the PDE and the 4/2007 Decree 6094, which deals with the implementation of the Target Plan.Downloads
