OPERATIONAL GUIDELINES FOR YOUTH AND ADULT EDUCATION (EJA) IN TIMES OF EDUCATIONAL REFORMISM: ON THE LOSS OF RIGHTS, RESISTANCE, AND HOPE

This article discusses the policy of Youth and Adult Education (EJA) based on the analysis and critical examination of the two most recent resolutions that established the Operational Guidelines for this educational modality, namely: the repealed Resolution CNE/CEB nº 01/2021 and the current Resolution CNE/CEB nº 03/2025. Adopting a documentary and qualitative approach, the study reveals that the scenario of educational reformism – materialized in reforms such as the New High School and the Common National Curricular Base (BNCC) – has intensified a trend of cost-cutting in YAE and the devaluation of schooling for the working class. In light of this context, active resistance, carried out by actors such as the YAE Forums in Brazil, has proven essential in the struggle for accessible and high-quality education for young people, adults, and the elderly, culminating in the drafting and approval of new guidelines for YAE, which are analyzed as both a product of this struggle and a sign of hope.
