Abstract

This study aims to analyze the financing of Brazilian state universities (UEs) through the following aspects: 1) examination of the financing of these institutions, based on the content of legal devices; 2) analysis of the evolution of the expenses of the country's UEs in each state, the evolution of the average expenditure per student and finally, the total ratio of these expenses as the percentage of the GDP; 3) analysis of indicators that portray the social and economic inequalities that exist between the regions of the country. It is observed that the volume of expenditure by the UEs decreased from 2012 to 2016 and that the values obtained are marked by considerable asymmetries in terms of financing the UEs, which can compromise and impede the contribution of the UEs in achieving the goals of the Plan for the higher education.

Mestre e doutora em Educação pela Universidade Federal de Goiás com pesquisas em políticas educacionais e educação superior no Brasil, com ênfase no estudo das universidades estaduais brasileiras. Integrante da rede UniversitasBr (GT1-Política Econômica e financiamento da educação superior no Brasil) e do projeto Observatório da Educação (Obeduc): Políticas e Expansão da Educação Superior. Tese premiada com menção honrosa na área da Educação no Prêmio Capes de Tese do ano de 2019. Pós-doutorado concluído em 2020.

Possui mestrado em Física pela Pontifícia Universidade Católica do Rio de Janeiro (1981) e doutorado em Educação pela Universidade Metodista de Piracicaba (2002). Atualmente é professor associado II, aposentado, da Universidade Federal de Goiás. Tem experiência na área de Educação, atuando principalmente nos seguintes temas: autonomia; gestão; financiamento e avaliação institucional.
