UNIVERSIDADES ESTADUAIS BRASILEIRAS: FINANCIAMENTO, DESIGUALDADES REGIONAIS E O PNE (2014-2024)

This study aims to analyze the financing of Brazilian state universities (UEs) through the following aspects: 1) examination of the financing of these institutions, based on the content of legal devices; 2) analysis of the evolution of the expenses of the country's UEs in each state, the evolution of the average expenditure per student and finally, the total ratio of these expenses as the percentage of the GDP; 3) analysis of indicators that portray the social and economic inequalities that exist between the regions of the country. It is observed that the volume of expenditure by the UEs decreased from 2012 to 2016 and that the values obtained are marked by considerable asymmetries in terms of financing the UEs, which can compromise and impede the contribution of the UEs in achieving the goals of the Plan for the higher education.
