The expansion of higher education is a global phenomenon and very few countries have reached levels of providing higher education for all. As a rule, developed countries have reached the level of providing education for all while emerging and developing countries are still at the level of providing elitist education. This article, produced as a result of the Universitas Network, analyzes the expansion of higher education in Brazil, focusing on institutional and academic organization in particular. It analyzes the post-LDB/1996 period which saw a considerable increase in the number of institutions, courses, students and teachers. The study is of a qualitative and quantitative nature (census data). Results point to an increasing complexity of the system as it adopts distinct formats of institutional and academic organization, in line with regulatory policies, including internationalization trends, diversity, diversification, liberalization and privatization.Downloads
