O FINANCIAMENTO DO ENSINO MÉDIO EM CONTEXTO FEDERATIVO: O CASO DO ESTADO DE MATO GROSSO DO SUL DE 2007 A 2018

The paper analyzed the secondary school funding policy in the state system of Mato Grosso do Sul, while the Fund for Maintenance and Development of Basic Education and the Valorization of Professionals of Education (Fundeb) was in force nationwide, from 2007 to 2018. The study included data from State Secretariats, education legislation, material from the press, and from the teaching union movement. Fundeb's resources were spent, in their entirety, with the teaching payroll. The fiscal austerity initiated with the approval of Constitutional Amendment No. 95/2016 has put at risk both Fundeb and the other rights to education posed by the recent legislation.
