This study aims to comprehend the institutional actions of the program UFGincludes, from the Federal University of Goiás (UFG), focusing on deaf students enrolled in the Libras (the Brazilian sign language) course and on the applicability of the Law nº 13.409/2016, which altered the 2012 Quota Law by including people with deficiency in the reservation of vacancies. Through bibliographical and documental review, the history of affirmative action in Brazil was articulated emphasizing the institutional norms of UFG and its outcomes as an instrument of access and permanence in the university. Information about the subjects surveyed was collected from the responsible agency at UFG, identifying that the enrollments fluctuated and decreased over the years. The study highlights that, despite the actions towards enrollment and permanence of people with deafness at UFG, the challenges faced by deaf students at the university have caused a significant dropout of the Libras course.
