The objective of the article is to analyze the Basic Education Assessment System from the perspective of international organiza-tions. The importance of reflection is justified by the convergence of evaluations with the profile of an evaluative and managerial State, announced as the only condition to prove the quality of education in the country. The methodology is constituted by the bibliographic and documentary review. The text is organized into two topics, the first of which deals with the identification of the consensus signed by the guidelines of international organizations for the education of developing countries. The second analyzes how SAEB approaches or moves away from this model that prioritizes managerial and merito-cratic categories. As a result, it is expected to expand the debate on the theme in order to denature the evaluation on a large scale, since this modality is aligned with the market profile, with an emphasis on results, disregarding education as a human training process.
