Abstract

The article aims to analyze the differences between the public policy proposals formulated for the realization in 2022 of the National Conference on Education (CONAE) and the National Popular Conference on Education (CONAPE) on professional and technological education. Taking the contributions of Pateman, Boaventura and Avritzer on participatory democracy, Gramsci on hegemony and civil Society and Frigotto on professional education, we identified that there was a reduction in spaces for participation and the strengthening of the hegemony of busine ss entities in CONAE to the detriment of social movements in education, who started to work at CONAPE. The sources and the research methodology are constituted by the bibliographic review and the analysis of the reference documents produced for the IV CONAE and II CONAPE.
