Abstract

This article aims to calculate the projection of the necessary financing for the expansion of Early Childhood Education in quality conditions, to attend the PNE expansion goals, in municipalities with different contexts. For this exercise, were used as a reference 12 municipalities in the Metropolitan Region of Curitiba. For the analysis of the necessary budget was used the Cost-Student Quality Simulator (SimCAQ), enabling the comparison between the revenue for education and the effect of the expansion of enrollments and the adequacy of the offer conditions in the financing. The results reveal the unequal financial capacity in cities so close and the need to improve financing policies so that the financing capacity of federative entities does not differentiate children's right to education.

É doutor em Administração pela FEA/USP –(2012), mestre em Administração pela FEA-RP/USP (2007) e especialista em Finanças e Controladoria pela FEA/USP (2003). Atualmente é professor na Universidade Federal de Goiás lotado na Faculdade de Administração, Ciências Contábeis e Ciências Econômicas. Atua no Programa de Pós-Graduação em Educação (PPGE) da UFPR e no Programa de Pós-Graduação em Administração (PPGADM) da UFG. É co-fundador e coordenador do "Laboratório de Dados Educacionais" ecoordenador do projeto Simulador de Custo-Aluno Qualidade (SimCAQ).

Atualmente é professor adjunto da Universidade Federal do Paraná, diretoria - secretária da Associação Nacional de Pesquisadores em Financiamento da Educação e diretora de projetos especiais da Associação Nacional de Política e Administração da Educação - Sede. Tem experiência na área de Educação, com ênfase em Educação, atuando principalmente nos seguintes temas: direito à educação, judicialização da educação, políticas de educação infantil e financiamento educacional.
