FINANCIAMENTO DA EXPANSÃO DA EDUCAÇÃO INFANTIL EM CONDIÇÕES DE QUALIDADE: UM ESTUDO DOS MUNICÍPIOS DA REGIÃO METROPOLITANA DE CURITIBA A PARTIR DO SIMCAQ

This article aims to calculate the projection of the necessary financing for the expansion of Early Childhood Education in quality conditions, to attend the PNE expansion goals, in municipalities with different contexts. For this exercise, were used as a reference 12 municipalities in the Metropolitan Region of Curitiba. For the analysis of the necessary budget was used the Cost-Student Quality Simulator (SimCAQ), enabling the comparison between the revenue for education and the effect of the expansion of enrollments and the adequacy of the offer conditions in the financing. The results reveal the unequal financial capacity in cities so close and the need to improve financing policies so that the financing capacity of federative entities does not differentiate children's right to education.
