This article analyses diferent conceptions of State and social policy in order to identify how these conceptions are presented in studies on educational inequalities. These studies were obtained from Portal de Periódicos da Coordenação Nacional de Aperfeiçoamento de Pessoal de Nível Superior (Capes), based in the following criteria: articles published in the last five years (from 2014 to 2019), in Portuguese, in peer-review journals, containing the expressions “desigualdades educacionais” and “Estado). The analysis showed that the lack of a clear conception of State and of its role influences the analysis of educational policy objectives and its implementation.
