The objective of this research was to present the historical trajectory in relation to the financing of education
as a linking of minimum percentages of tax resources. Documentary analysis was used, aiming to discuss the
public funding of education. Articles, theses, books and legal documents written in Portuguese, English and
Spanish were considered. The linkage of public resources to the area of education, assumed increasing
percentage values and this greater linkage was observed in the promulgation of the current CF of 1988. II PNE
requires a greater contribution of financial resources, given that our educational system has many weaknesses.
The MEC budget has been constantly reduced, thus evidencing the stagnation of investments in Basic
Education since 2012, clearly demonstrating that the Union is much more concerned with the payment of
interest and amortization of the public debt than with the development of education in the country.
