The book "Towards a Geography of Power" by Claude Raffestin (1993) comprehensively explores the theme of power and its relationship with Geography. In the educational context, it is essential to understand how Adult and Youth Education plays a fundamental role in building a fairer and more inclusive society. In this article, we will delve into the importance of Adult and Youth Education, the rights guaranteed by the State, the changes brought about by Resolution No. 01/21 of the National Council of Education, and the current panorama of this educational modality in Brazil. For this purpose, the objective is to analyze, based on the contributions of Raffestin (1993), how State Power guarantees and breaks with Youth and Adult Education as a right with Youth and Adult Education as a right from the moment it is offered legally, but neglected in practice. The methodology is developed from a literary review, mainly on legislation relating to Youth and Adult Education, in addition to the analysis of quantitative data provided by official bodies.
