Access do Disinformation in Brazil in pandemic context

Abstract

The Brazilian presidency’s behavior about coronavirus pandemic (Sars-CoV-2), characterized by anti-science discourse and by disinformation, is analyzed in this article by the perspective of the Federal Constitution and International Law, intended to pro-tect the human rights of access to information. The violation of this right, due to its instrumental character, is a determining factor to other fundamental human rights: the right to health and life. This paper discuss, specifically, about the Brazilian presidency’s con-duct in favor of redirected drugs to the treatment of Covid-19, even without sufficient scientific basis, particularly chloroquine/ hydro-xychloroquine. Besides the violations of human rights by Brazilian maximum authority, we argue about the legal and scientific limits of freedom of expression and the need of public resources, based on Science, to suppress disinformation on digital social networks and traditional media.
