The National Human Rights Education Plan of Brazil: an obscure implementation scenario

Abstract

This article traces the history of the National Human Rights Education Plan of Brazil (NHREP, 2006), within a larger context of the development of Human Rights Education in Latin America. The article also seeks to outline the main stages in the implementation of NHREP, from its inception, starting from the beginning to diagnose the current historical scenario of loss of rights and infrequent setbacks to Human Rights Education, looking to describe the twelve major current challenges of NHREP.

Professor Associado do Departamento de Filosofia e Teoria Geral do Direito da Faculdade de Direito da Universidade de São Paulo. Foi Membro do Comitê Nacional de Educação em Direitos Humanos – SDH-PR (2008-2010). Foi Presidente da Associação Nacional de Direitos Humanos – ANDHEP (2007-2010). Foi Coordenador de Educação em Direitos Humanos da Secretaria Municipal de Direitos Humanos e Cidadania, tendo integrado a equipe de implantação da primeira SMDHC da Cidade de São Paulo – SMDHC (2013-2016). Foi Visiting Professor da Università di Bologna (2017), da Université Paris-Nanterre (2018) e do Collège de France (2019). É Membro Titular do Grupo de Pesquisas Direitos Humanos, Democracia, Política e Memória do Instituto de Estudos Avançados da Universidade de São Paulo – IEA/ USP. É Membro da ReBEDH. É pesquisador N-2 do CNPq.
