Abstract

O artigo propugna e examina uma terceira fase no sistema de acumulação neoliberal no Brasil, cujo marcador temporal é o impeachment ilegítimo de 2016. Sustenta que a compreensão da situação orçamentária das universidades federais e do sistema de ciência e tecnologia exige o método histórico, articulando economia e política, não para buscar as continuidades, mas as diferenças específicas. A investigação do orçamento do Estado Federal permite indicar que a Emenda Constitucional n^o95/2016 engendra um novo momento das contas públicas no qual as universidades federais deixam de receber os aportes orçamentários necessários ao seu desenvolvimento institucional, conformando uma tendência estrutural que exigira novas abordagens para a defesa da educação pública no país.

Doutor em Educação pela Universidade de São Paulo (1998), desenvolve pesquisa em políticas públicas em educação. Integra Comitês Editoriais de vários periódicos. Professor colaborador da Escola Nacional Florestan Fernandes. Bolsista Sênior da Cátedra sobre desenvolvimento IPEA-CAPES (2011 e 2012), pesquisador do CNPq e bolsista do programa Cientistas de Nosso Estado - FAPERJ (até 07 - 2018), Reitor da Universidade Federal do Rio de Janeiro (julho de 2015 a julho de 2019).
