PRODUCTIVE RESTRUCTURING AND EDUCATION FINANCING: EFFECTS AND CONSEQUENCES OF MATERIAL DETERMINATIONS ON THE PERIPHERY OF THE SYSTEM; A HISTORICAL INSIGHT

Abstract

This article aims to answer the following questions: How do the productive restructuring and neoliberal offensive of the late twentieth century undermine the ability of national states to finance education, especially in Latin America? And what are the social effects derived from this movement? We use a historical analysis that articulates universal, particular and singular, structure and superstructure, in an attempt to understand the problems regarding the financing capacity of education in Latin America, especially in Brazil. We think that the Constitutional Amendment (E.C.) 95 is the consequence of the incapacity of the state, faced with the pressure of public debt and fiscal austerity, that is, the neoliberal ideology which directs the public fund to the financial and private sphere.
