Abstract

The work analyzes the existent relationbetween the crisis of water, the National Policy of WaterResources the society of risk. The last one is a characteristicof modern civilization, which chases the developmentdespite of any costs. The main focus of the studyis on the bumerang effect of Beck, which analyzes theenvironmental question looking at the consequencesof modernity above its own policy of market and thosewho profit and have benefits from the bad that they dowith the nature, in the way that, for treating of effectslinked to fundamental aspects of life as the water, thiseffects are and will be democratic, reaching all in thesame way.
