The man as social being, only to evolve livingin society and under the rules - giving you securityand certainty, as there are pre set standards of conduct,or even post set to be applied to the future-even with independentand trying to accomplish their own interests.In order to understand the modern state it is necessaryto observe the historical evolution of human social organization.History “happens”, people evolve, change, mature, go tocommunicate and interact more, and could not be different,the changes resulting from this new world order,the so-called process of globalization - which for sometime caused a frenzy, is not restricted to economic aspects,political and social, but can be observed at conceptuallevel, where presence is flexible concepts in severalchanges before the new context (eg the relativizationof sovereignty).In this context it seems important, repeat it, the phenomenonof globalization processes and establishing mechanismsof integration, beyond the state borders. Therefore,to understand consequences of globalization isnecessary to examine the European Community, as thisis transforming legal concepts of long sediment, such asjurisdiction, competence and foremost, sovereignty.Downloads
