“AMAZÔNIA FLORESCER RURAL PROGRAM” AS A CONCRETIZATION OF THE RIGHT TO THE DEVELOPMENT OF FAMILY FARMERS

This article discusses the importance of microcredit as a public policy for the realization of the right to development of family farmers, analyzing the Amazônia Florescer Rural Program of Banco da Amazônia. Access to credit plays a fundamental role in the development and in the construction of the citizenship, helping people to expand human capacities, the set of things that people can be or do. Methodologically, the research has a qualitative approach and also provides quantitative data on the volume of financing and the number of contracted operations. Among the results, it shows that, although Pronaf's investments in family agriculture have grown significantly, the family farmer’s capture a little part of the generated income. To include them in the gains of the activity, it is necessary to overcome the selectivity of credit and remove the obstacles to reach it, having Amazônia Florescer an important role in this process.
