Abstract

This paper analyses the portals of Salvador, Fortaleza, Manaus, Belo Horizonte e Porto Alegre. It evaluates the conditions they offer for people to access and to surf - and the content they find - in those portals. Besides analyzing the webpages under direct responsibility of the Mayors, the study evaluates also the ones concerned specifically to Education, Transport and Health. They were classified in a maturity range which goes from simple offer of information to disposition of digital services for political participation of citizens. The main conclusion is that the diversity of characteristics they present inside them is due to the lack of policies devoted to give consistence to those e-gov portals
