The role of Maracanaú Supply Center (CE) in the agrifood system of Fortaleza and Metropolitan Area

Abstract

This paper analyzes the government intervention and supply policies implemented to address crises in the Brazilian agrifood system, focusing on the supply to the major cities in the country. The study focuses on Maracanaú CEASA (CE) — the food supply center of the State of Ceará —, responsible for supplying open-air markets, grocery stores, local markets and supermarkets in the city of Fortaleza and its metropolitan area. Applying a qualitative and quantitative study method, the research comprises a literature review, survey and analysis of quantitative data, analysis of official documents, and interviews with CEASA employees and concessionaires. The research findings highlight the measures taken by the government during agrifood crises in Brazil, distinguish CEASAs at a national level and emphasize the importance of Maracanaú CEASA for the agrifood system in Fortaleza and metropolitan area. This study prompts critical reflections to enhance the planning of urban agrifood systems in the face of food crises.
