Abstract

This article deals with the public policy of Basic Income of Citizenship (BIC), instituted by Law 10.835 / 04, which consists of the right of every citizen to receive, individually and unconditionally, a pecuniary benefit from the State. In this sense, the paper discusses, in a first moment, the origins of the minimum income in economic thought. Subsequently, the public policy is analyzed by the medium-end perspective, seeking to identify the problem that the BIC seeks to solve. Starting from Amartya Sen's conception of freedom, it is stated that extending economic freedom from the granting of a basic income would directly reflect the extension of several other citizens' freedoms. Finally, taking into account the inefficacy of the current public policy even in the presence of a law that regulates it for more than 13 years, we have identified ways and strategies for the implementation of BIC in Brazil
