MANAGEMENT OF URBAN-COASTAL AREAS AND THE REAL ESTATE TOURISTIC COMPLEXES IN THE BRAZILIAN NORTHEAST

Integrated enterprises, called touristic-real estate complexes, are defined by economic, organizational, urban and spatial characteristics. This article examines the premises of the management of complex and integrated residential and tourist enterprises that extensively occupy coastal spaces in metropolitan areas in the Northeast Region of Brazil. The relationship between private enterprise management strategies and municipal public actions in the areas where they are located is investigated. The approach method and methodological strategies are articulated from a critical interpretation of social processes and dialectically related spatiality. Theoretically, it starts from the notion of degenerate utopias and the concept of comptoir touristique. It was found that the enterprises occupy places of amenities in cities on the metropolitan fringes, which allow easy access to urban enterprises and services, while offering in their marketing campaigns a lifestyle close to nature, often at the cost of various socio-spatial conflicts (with local populations and their traditional activities) and environmental damage. They also encourage an unplanned urbanization process near the projects and spread in the metropolitan context.
