A soberania popular:enigma não-resolvido da democracia

Abstract

Este artigo aborda os problemas teóricos da concepção da soberania popular que consistem no fato de que a idéia de todo o povo reunido enquanto sujeito da soberania é uma ficção.As ambivalências lógicas do conceito de soberania do povo serão analisadas através de uma reconstrução crítica das respectivas teorias de Bodin e Rousseau assim como da teoria de democracia de Ingeborg Maus,que,por sua vez,apresenta uma nova interpretação da teoria Kantiana de democracia.Em contraposição às teorias ilusórias e utópicas de democracia fundamentadas na concepção da soberania popular, apresentaremos uma teoria alternativa de democracia representativa que se destaca pelo seu realismo político.
