This is a qualitative study conducted in three staff who woks in the Family Health to develop creative groups in a city of extreme southern Brazil. Eleven workers were interviewed. Used content analysis – thematic modality to examine the contents of the interviews. The results showed that remain, in practice, structural constraints to the development of activities that involve community participation in creative groups. It was also found that the use of community spaces, culture and community characteristics are possibilities for development and deployment of these groups. These possibilities may trigger the workers feelings of helplessness and dependence, due to difficulties within the communities, that opposes the possibilities seen. It was found that a better use of joint work with the community strengthens the axis of the potential developer community.
