Music and the city: cultural policies in ten Brazilian capitals

Based on the reflection on how urban management decisions can shape the future of music in cities, this research investigated the presence of music within municipal cultural policies. The qualitative approach proposes an analytical framework for assessing cultural policies by incorporating temporal and spatial dimensions and advocates for the establishment of clear criteria to measure the values of live music for cities, inspired by the concept of music ecology. The study focused on the ten most populous Brazilian capitals and relied on secondary data. The findings demonstrate the feasibility of introducing new variables into Brazilian cultural management, enabling assessments that go beyond economic values and allowing new forms of categorization based on policy profiles and periodicities. The results reveal gaps and discontinuities in Brazilian cultural policies but also show that local participation is crucial for the sustainability of cultural projects. The analysis highlights cities with a greater volume of specific policies and projects in which the values of music ecology are evident. Future research is encouraged to refine the proposed method, which proved to have strong replicability potential.
