Councilors in digital social media: the online communication of the Belo Horizonte City Council offices

Abstract

The aim of this article is to analyze the use of digital social media by the councilors of the Belo Horizonte City Council of the 19th Legislature 2021-2024). For that purpose, we applied an inperson questionnaire to the advisors in the councilors' offices which made it possible to identify the structure of communication in the offices; the presence and purpose of the use of social media,
focusing on the strategies designed for Facebook and WhatsApp. Of the total of 41 offices, 39 took part in the survey. The findings indicate that the majority of offices have advisors with specific communication skills, suggesting that offices are becoming more professional in this area and are concerned with maintaining a positive public image for the councilor. With regard to the goals of the use of these networks, we would highlight the dissemination of the mandate's actions, especially those that strengthen the connection between the parliamentarian and the electoral base.
It is also worth mentioning that social media is used to receive requests from citizens.
