Abstract

Implantation of Local Topographical Plans (LTP) has the purpose of tie topographic services generally turning easier calculations and optimize the actualization process of cadastral plants of municipals. In this way, LTP rises as an alternative to TM systems. However, it has special limitations specified by the Brazilian Association of Technical Rules (ABNT) on NBR (14166), that give the guidelines to works involving Municipal Cadastral Reference Network. On the other hand, LTP advantages are considerable, maintaining a precise relationship between geodetic coordinates. In this context, this work aims to create a LTP in the City of São Paulo - Brazil and this way comprehend and the importance and finality of a LTP, as like as mathematical methods involved to transform geodetic coordinates to rectangular coordinates, proving the veracity and accuracy of transformations through a comparison between three distinct procedures: E Topo, MATLAB and DataGeosis Office. The comparison is made by analyzing Root Mean Square Error values obtained on each processement method. Results showed that the lower RMSE values can be achieved by DataGeoSIS Office, however, E TOPO serves as a viable alternative for those who cannot acquire a software license and need to create PTL to rent points and projects engineering.
