For the past 13 years, the Brazilian economy experienced a period of euphoria with the so-called “success of the national development policies implemented by the Partido dos Trabalhadores (PT) Government” (2003 – 2016). The Banco Nacional do Desenvolvimento (BNDES) played an important role in the unfolding of these policies through financial contributions to various business groups. The objective of this paper is to present in detail the characteristics of financial contributions for the plastic and rubber industry as well as for the Brazilian chemical industry. Firstly, the general data raised by the BNDES Transparency portal are presented. Subsequently, these data are specified by industrial category, company, location and purposes of the demanding projects. An apparent connection was observed between the availability of resources and the companies called “national champions”. Finally, some questions regarding this funding model are posed.
