Telecommunications in Brazil, privatiation of the Telebrás System and its implications in Goiás and Tocantins (1990-2022)

Abstract

The present study addresses the technical, institutional and spatial changes that permeated the privatization process of the Telebrás System (STB), which began in the second half of the 1990s, and its impacts on the capillarity of telecommunications networks and services in the states of Goiás and Tocantins, to the present day. The methodological procedures were based on the review of the regulatory frameworks that supported the sector's transformations and on the survey of secondary data made available in publications from official bodies, such as the IBGE statistical yearbooks and the open database present on the websites of the National Agency of Telecommunications (Anatel). The results reveal that the territorial meaning of modern telecommunications networks in Goiás and Tocantins obey a spatial selectivity based on market density and the imperative to meet, even if in a limited way, the universalization goals proposed by the regulatory agency.
