Public policy and voting: the role of Programa Renda Cidadã in Governors elections in Goiás (2014 and 2018)

Abstract

We investigate the role of the “Renda Cidadã” (Citizen Income) Program in vote choice for governor of Goiás in the 2014 and 2018 elections, having as competing variables the economic development of the
municipality and the party alignment of the mayors. The article combines theoretical discussion and empirical analysis and uses data provided by the Regional Electoral Court of Goiás and governmental organizations federal and from the state of Goiás. The results show that the Citizen
Income Program coverage and party alignment are predictors of voting for
incumbent candidates for governor of Goiás in 2014 and 2018, respectively.
The article uses a methodological design that is still unusual to analyze the choice of voting in Brazil and contributes to broadening knowledge about electoral behavior in a subnational political context.
