I closely followed, between November 2005 and November 2006, the daily life of a city council member who has his core constituency in the western part of the city of Rio de Janeiro. This council member established three social centers that offer free services to the local population. Besides that, he organizes several events in a year. The main objective of this article is to refl ect on the process through which he became the mediator between the public power and local residents. Therefore, I also analyze the 2008 electoral campaigns in order to discuss the strategy he used to approach the electors.Downloads
