Rousseau, is he a radical democrat?

Many distinct authors claim that Rousseau is a radical democrat, but he, himself, does not seem to be a democratic government affictionate. This observation induces us to engage into an elucidatory research trying to understand in which sense we can consider him as a supporter of democracy. For that, we´ll try to follow Rousseau´s political thinking reconstituting the original conditions of human existence, debating the conditions for the association covenat and we will examine if the republican state can be held functional by means of the political action of legislating. Finaly, we try to elucidate the proposed problem, first, based on the distinction between souveraign and govern and, depending on the possibility of rectifying the circumstances by meas of laws, we´ll find the second and more radical answer to those who consider him a democrat.
