In the last Brazilian elections, the rise of candidates from the police and military forces in institutional party politics was observed. To understand this phenomenon, several questions can be listed: what mechanisms support these groups in the electoral race; the course of debates about the formation and existence of “bullet gangs” in Brazil and the way in which the politics of fear and insecurity in relation to crime is mobilized by these groups. This article contributes to the debate through the survey and quantitative analysis of candidacies with this profile for the legislative chambers of the country's capitals in the 2020 municipal elections, dialoguing with the literature on this thematic field, which highlights the sensitive relationship between Human Rights and Public Security and its effects on the democratic regime
